I. Project Identification.
The Area of Local Development in coordination with the Areas of Youth and Education of Punta Umbría Town Council (Spain), together with the Local Centre of Adult Education and the Secondary and Vocational School IES SALTÉS of Punta Umbría, promote this Integral Formative Plan for young people over sixteen years of age without professional and academic qualifications.
II. OUTLINE.
.Background.
The situation and conditions of youth population are essential elements in the description of human societies.
With this idea in mind, The Town Council of Punta Umbría promoted and implemented some measures in the year 1998. The idea was to find solutions to the problem of this collective of youths in an effective way through the Project Bosco. (See attached documents)
Data provided by the last census in our Town, show that our youth population has a lower schooling level than the one at provincial and regional levels (although it is increasing in the last decades). Some facts:
1.An important part of the youth population skips lessons and full school days (non attendance). This behaviour leads in many cases to a complete drop out of the educational system.
2. Labour market is changing at great speed in an attempt to fit the new needs and the technological progress. It is harder every day to reach a global and synthetic perspective of the labour market. As a consequence, the interaction between offers and demands of employment requires a continuous process of adaptation to the changing environment.
3.There is a group of up-sixteen youngsters without professional qualification and a low academic qualification attempting to find job. Their profile makes it difficult to find a place in the professional world except in positions that are seasonal, sporadic or illegal.
4. The educational response to this situation must be, not only professional but also integral, taking into account all the aspects of the young person?s personality that can be educated, developed and improved(holistic educational approaches).
Project Bosco was our first experience and the results were encouraging: In 1.998 the first Integral Formative Plan, provided education and training to 80 youngster aged 16-20 in the branches of mechanic, automobile bodywork and painting, and auxiliary in office services.
Together with the professional training, these youngster received a basic education (literacy and mathematics), professional orientation and complementary activities, encouraging their participation in sport, culture and international exchanges, activating this way their active participation in the community.
57 of the 80 students got a job after the course; 29 enrolled back in the educational system or non-ruled professional training, combining work and education.
These results reflect the success of the model and its methodology, together with its flexibility to be adapted to the special features of every young person.
These are the main objectives that were reached.
a. Improvement of their basic and social competences.
b. Reintegration in the educational system.
c. Improvement and change of attitudes.
d. Polyvalent training.
e. Training for a specific job.
f. Getting their first job.
With this experience as background and framework the new Integral Formative Plan is designed:
Description of the Project
GENERAL OBJECTIVE
To offer an educational and professional alternative to the collective of youngsters out of the educational system and not included in the labour market.
SPECIFIC OBJECTIVES.
A. To provide professional training in the jobs with a higher demand in the labour market. This specific training will be provided by the Regional Employment Services (Consejería de Empleo y Desarrollo Tecnológico) through the courses of Professional Occupational Training (FPO); by the Regional Educational Services (Consejería de Educación) through its Social Guaranty Programmes (PGS); and by any other formative resources at our disposal coming form the different educational administrations
B. To provide a basic education that will favour the assimilation of professional and academic content. Developing general skills in reading, writing, mathematical operations and speaking. This basic education will be provided by the Adults education Centre of our town.
The group of 16-18 year-olds who have not reached the Compulsory education Diploma (Graduado en ESO) requires a specific analysis.
In this stage of their lives a series of important changes take place in the life of every person. At the same time they are not in a good position to find a job due to their lack of qualification.
These are their behavioural patterns towards education and employment:
- Lack of personal goals.
- Undefined professional future.
- Breakdown between education and labour chances.
- Lack of information and communication
- Lack of motivation to go on with their education.
These features make of this group one of exceptional characteristics, since they are in high risk of social inadaptation:
C. To interconnect this educational activities with other subjects or complementary activities in order to provide healthy and socially integrated behaviour, habits, hobbies etc.
These activities will be organised and provided by the collaboration with different institutions.

Ì ICT and Languages: C.E.F.I.T. Training Centre for Innovation and Technology. (Town Council)
Through this Integral Formative Plan the youth of Punta Umbría will have the chance to get professional qualification (FPO, PGS), basic education (FPO, PGS) and access to complementary activities (sports, culture, social skills?).
