Target group:
- The women who have not been so much in working life
- non-professional people
- people without vocational school education
- young people who cannot find job
- immigrants

The goal is to create the operations model of project
The operations model is making up of six operation blocs:
- search the local partners
- choosing the participants by interviews in employment agency and (project people)
- controlling training and vocational education
- short professional education
- evaluation of professional skills
- evaluation of work condition
- creation of co-operation networks.
